Reestructuración económica y tecnologías de información y comunicación: premisas, bases y configuraciones

En el presente artículo, el autor explora cómo la reestructuración económica que se emprendió en el país a partir de la década de 1990 ha impactado el desarrollo de los bienes y servicios de las tecnologías de información y comunicación (TIC). El afán de generar un mercado regido por las reglas de la oferta y la demanda, en detrimento de la función social de los instrumentos y servicios de las TIC, ha provocado que la cobertura técnica y económica de las opciones de comunicación se centre en satisfacer únicamente a aquellos segmentos sociales que pueden efectivamente consumirlas.
The author explores in his article how the economic reorganization that was undertaken in the country during the decade of 1990 has had an impact on the development of the assets and services of the technologies of information and communication (TIC). The aim of generating a market governed by the rules of supply and demand, in detriment of a social function of the instruments and services of TIC, have provoked that the technical and economic coverage of the options in communication center themselves in satisfying only those social segments that can effectively consume them.
