Regionalisierung zeit-räumlicher Stadtstrukturen

Das planerische Ziel der Herstellung von Zeitgerechtigkeit setzt voraus, potenzielle zeit-räumliche Konflikte im Stadtraum zwischen verschiedenen Nutzergruppen erkennen und lokalisieren zu können. Ausgehend von klassischen zeitsoziologischen und zeitgeographischen Ansätzen werden im Beitrag vier zentrale Dimensionen herausgearbeitet, die für die zeit-räumliche Differenzierung von Städten bedeutsam sind. Dies sind: die funktionale Beschaffenheit eines Chronotops, die maßgeblich für seinen Rhythmus und damit auch für typisch auftretende Nutzungskonflikte ist; die Ausdehnung von Aktivitätszeiten, die durch eine zunehmende Belebung bestimmter Chronotope in den Abendstunden konfliktiv verlaufen kann; die Zugänglichkeit eines Chronotops, welche in Abhängigkeit von der Kapitalverfügbarkeit sowie der individuellen Wohnlage für bestimmte Bevölkerungsgruppen nicht immer uneingeschränkt gewährleistet ist; das Tempo, wobei neben der Frage nach dem Umgang mit dem dominanten Beschleunigungsdruck im Stadtraum auch Zonen der Entschleunigung zu finden sind, die unter dem Gesichtspunkt des Stressausgleichs als besonders schützenswert verstanden werden können. Im Anschluss an die theoretische Herleitung dieser Handlungsfelder werden Methoden zur Erhebung geeigneter Indikatoren anhand von Beispielen vorgestellt und diskutiert. Der Beitrag schließt mit der Regionalisierung zeit-räumlicher Stadtstrukturen in Form idealtypischer Chronotope und einer Diskussion zeit-räumlicher Konfliktkonstellationen, die aktuell Regulationsbedarfe erkennen lassen.
To pursue the aim of creating temporal justice it is necessary to be able to identify and localise temporal-spatial conflicts between various user groups in urban space. Spatial disparities have consequences for the participation of all urban dwellers in urban infrastructures and access to educational and cultural institutions, and are thus equally relevant issues of justice. This paper develops a conceptual approach for the analysis of spatial-temporal structures in cities based on foundations from time geography and time sociology. This enables a more thorough understanding of the reasons for current socio-spatial disparities within cities, and also contributes to policy and planning discussions on the significance of everyday temporal structures for urban and regional planning. Based on classic approaches from time sociology and time geography, the paper presents and discusses four central dimensions that are significant for temporal-spatial differentiation in cities. These are: The functional characteristics of a chronotope, which are decisive for its rhythm and thus also for typical conflicts of use; The extension of times of activity, which can involve conflict due to the increased liveliness of certain chronotopes in the evenings; The accessibility of a chronotope, which may be restricted dependent on the available capital or individual residential location of certain population groups; The speed, whereby here the issue is not only dealing with the prevalent pressure for speed but also with finding zones of deceleration in urban space that counterbalance stress and can thus be viewed as particularly worthy of protection.
