Institutional Governance System (IGS) for forest management planning : : a theoretical proposal

Zusammenfassung: This paper deals with the need for an analysis of the patterns of interaction between participants, their incentives for forest management planning, as well as their active participation and conflict management. Problems of legitimacy of current forest management planning in Cameroon and many other tropical countries is emphasised, as are the issues of conflict management and the insufficient tools available to help address the complex social issues involved in forest planning. However, it should be noted that this paper will not present a “one size fits all” or blueprint process for management through IGS. Rather, it contains a theoretical model that is “generic” for the Congo Basin in that it will provide the user with a place to start, an understanding of how a model works and the variety of activities and methods that can be used to implement the IGS, which is a multi-participants model for managing the Congo Basin’s tropical rainforests
