Abstract: The relevance of the research is predetermined by the need, during the evaluation of innovation development of the region, to comprehensively consider the conditions, capacities, performance of this development. System research of the innovative development of the region to improve its innovation system is prevented by the lack of method for evaluation the innovation development of the region. In the domestic literature, the innovation development is mainly analyzed at the level of enterprises.  The aim of the research was to identify the problems of innovation development of the region (the case of Kemerovo Region, Russian Federation) by clarifying the structure of the regional innovation system and improving the methods of its assessment.
