Abstract: Public Services Residential (PSR) is important as they determine the quality of life of the people, for without these, the daily activity of survival is difficult and directly affect the status of dignity. Today the right of communities and grassroots groups to the PSR is being violated because the logic of neoliberals and privatization, that have made these services in a merchandise, which is only accessible to those who have to pay.
