Ethical and legal requirements for system design

Abstract: The aim of the XP-DITE project is to develop, demonstrate and validate a comprehensive, passenger-centred approach to the design and evaluation of integrated security airport checkpoints (ACPs). Part of the work is the development of a framework for the evaluation of ethical and societal aspects for passenger security screening at airports. Furthermore, guidelines for ACP design will be developed that will help meeting ethical and societal requirements and avoiding costly redesigns. As a first step towards this goal, this deliverable documents the approach and the development of a typology of ethical and societal risks of passenger security screening at ACPs. The typology distinguishes four categories of risks for the individual who is subject to the screening process and for the society in which the screening takes place:
1. Types of risks related to the intrusion into the passengers’ privacy
2. Types of risks related to errors and discrimination of societal groups
3. Types of risks contributing to a development towards a more restrictive society
4. Types of risks contributing to societal chill due to lack of acceptance
Based on these four categories, a total of sixteen distinct types of risks have been distinguished in the typology, which allows for a systematic identification of ethical and societal issues in passenger security screening at ACPs. In a subsequent step, a scale for evaluation has been formulated for each of the risks. The typology and the evaluation scales will serve as input for later work in the project, where an evaluation methodology will be developed that will allow an impact assessment along the proposed scales, and where guidelines for ACP design will be produced.
Apart from the purpose of providing input for further tasks in XP-DITE, this deliverable may also serve a broader purpose: Since this deliverable is intended to be disseminated to the public, the typology may also form an input into the academic and scientific debate around ethical and societal risks of ACP screening. Furthermore, the systematic differentiation of sixteen types of ethical and societal risks may also help to inform and structure the public debate around screening measures especially at airports
