Prácticas, destrezas y códigos del trabajo político en democracia: una aproximación desde el Ministerio del Interior en Argentina

Este artículo examina las prácticas y destrezas entre los políticos del Ministerio del Interior de la Argentina entre 1983 y 2007. Se caracteriza a esta singular institución con base en sus ámbitos de intervención, sus interlocutores y a los instrumentos que la constituyen en un locus privilegiado para observar el trabajo político. Se muestra la existencia de una grilla de lectura en común y de códigos compartidos que trascienden las fronteras partidarias y remiten al manejo práctico de las reglas del juego político. Finalmente, se afirma que en el contexto de la vuelta de la democracia a la actualidad estos vínculos de confianza y negociación contribuyeron a sellar ciertas reglas y a consolidar un modo de hacer política.
This article examines the practices and skills among the politicians of The Home Office in Argentina between 1983 and 2007. The institution is characterized regarding its areas of activity, partners and the instruments that tend to make the Office a privileged locus for observing the political work. The paper shows the existence of common criteria and shared codes that transcend partisan boundaries and imply the practical handling of several rules. Finally, it is stated that in the context of the return of democracy to present these ties of trust and negotiation helped to seal certain rules and strengthen a way of doing politics.
