From nuclear to human security? Prerequisites and motives for the German Chernobyl commitment in Belarus
Abstract: "This paper analyses the involvement of West German initiatives in Belarus following the Chernobyl disaster, with special regard to the social construction of human security. It focuses on the prerequisites for this involvement and the New Social Movements of the 1960s and the 1970s, in particular the 'new' peace and anti-nuclear power movement. Based on the change in the emotional regime in West Germany, where fear was increasingly being openly expressed, civil society groups committed themselves to mitigating the consequences of the disaster. The paper explores perceptions and the criteria of security/ certainty and, more specifically, the criteria of insecurity/ uncertainty by which those actors were governed in their involvement."
