Abstract: The building is neither city has been a peaceful affair, however has been a constant discussion in which always marginalizes the excluded, however his constant struggle makes the city is built in its influence and perception. According to Torres (et all, 2009) there are several processes (most often structural) through which the poverty experienced by urban dwellers, result in the emergence and development of informal settlements in precarious habitability. This is associated with the satisfaction of the residents and access to goods and services offered not only by the market but also by the state, while the poverty and basic human condition demand vital to living. The material condition of life in urban communities settled in self-produced spaces has been characterized as illegal and infor-mal, incomplete development, which has led it to be criminalized most of the time
