The degree of poverty among capixabas unemployed adults with low education is three times the average of the whole population. Moreover, given the more volatile nature of poverty in this group, their access to more traditional safety nets such as the Bolsa Família, should be much more limited, although the available evidence does not confirm this expectation. therefore there is no doubt that the group should be a priority target of the policy to fight against poverty in the state, even if we must recognize that even in it, half the families are not poor and thus the target population can be improved by introducing explicitly an additional requirement of poverty. The question that arises therefore is not whether the group should have priority service, but whether the attention that is offered is the most appropriate, given your needs. This study aims to evaluate ex ante the relevance and impact of a training program with the same specifications, in the context of Espírito Santo. For simplicity, the program will be called here Bolsa Qualificação. Its design tells us that this is a targeted income transfer (unemployed adults with low education) and due to participation in professional qualification courses.
