El debate legislativo en torno a la modificación del umbral electoral en la reforma política-electoral de 2013-2014

En México, la reforma político-electoral de 2013-2014 produjo cambios relevantes en los artículos 41 y 54 de la Constitución, relativos al umbral electoral que requiere un partido para mantener su registro y acceder a escaños, conforme al sistema de representación proporcional. Los partidos políticos mayoritarios pretendieron elevarlo a 4%, con la rotunda oposición de los minoritarios. Ante el posible impacto social y político que tendría la modificación y contra las teorías convencionales, planteamos la hipótesis de que el aumento del umbral no disminuye el número de partidos que integran el sistema electoral. El estudio se limitó a las elecciones federales de 2015. Nuestro objetivo fue analizar el debate parlamentario, sus implicaciones y los resultados arrojados.
In Mexico, the 2013-2014 political-electoral reform produced significant changes in articles 41 and 54 of the Constitution regarding the electoral threshold that parties require to maintain their registration and win seats, in accordance with the system of proportional representation. Major political parties intended to raise it to 4% with the outright opposition of minor parties. Given the potential social and political impact of that modification, and against conventional theories, we argue that increasing the threshold does not diminish the number of parties that constitute an electoral system. The study was limited to Mexico’s 2015 federal elections. Our objective was to analyze the parliamentary debate, its implications, and outcomes.
