Metrópoles e suas periferias: Breve análise empírica como diagnóstico

This paper details the characterization of metropolis capitals and their peripheral municipalities using recent data made available by Brazilian Statistical Foundation (IBGE). The text also investigates the distribution of revenue among municipalities and their financial availability to provide public services. The emphasis of the analysis on the metropolitan area is based on the premise that their density and scale are responsible for their competitiveness and innovative attributes. However, the distribution of revenues among the metropolitan municipalities is hampered by the central metropolis which is also the most efficient. The results show that income on the borders of the metropolitan area is significantly lower, although the peripheral areas present better quality of life indicators when compared to non-metropolitan regions. Land tenure and inadequacy of neighborhoods along with expensive rents are more common problems of the core city. Non-metropolitan areas are poorer, but do not experience the same extent high cost of renting, high house density and land tenure problems. The Peripheral metropolitan areas benefit from services such as health and education as a result of its proximity to the metropolis. Public policies comments end the paper.
