A qualificação do trabalhador intermitente e sua evolução no mercado de trabalho

This paper addresses some elements regarding the zero hour employment contract (ZHC), introduced by Law no. 13.467 of 2017 in Brazil. To this end, it performs a characterization of these employees, and compares them with other workers in the formal and informal sector. It then presents the recent evolution ZHC workers admissions in the Brazilian labor market. Although there is little evidence regarding the hours and salary received by these workers, it is noted that ZHC workers are more concentrated in specific activities than other workers. Furthermore, they are no different, in terms of average qualification, from other formal workers. Finally these results are stable in terms of disaggregation into knowledge, skills and attitudes. These arguments, together with the existing labor protection in the country, favor the understanding that there is decent of work due the recent legal framework in the country.
