An evaluation of the long-term effects of training programs in Germany and an empirical analysis of the Swiss Minaret Referendum

Abstract: Since unemployment rates began to rise in the mid-1970s, reducing unemployment has become a central political challenge in Germany and other European countries. Despite the current improvement of the labor market situation and decreasing rates in Germany, unemployment is still one of the greatest social problems today. As the unemployment is largely caused by structural problems, importance of active labor market policy (ALMP) has grown enormously. With regard to the high expenditures and volume of the ALMP, the success control of its instruments is of major importance. This dissertation consists of five separate papers, the first four investigate the effectiveness of active labor market policy in Germany using various estimation methods (Chapters 2-5); whereas Chapter 6 deals with voting research. The doctoral thesis contributes to evaluation and voting research in several respects. Using comprehensive administrative data allows for more detailed analysis of different types of training. Moreover, the data contain information over a long time period and, therefore, enable to evaluate long-run impacts of participation in training. Chapter 6 investigates the determinants of Islamophobia from the economic perspective. The referendum that was held in Switzerland in 2009 and led to the ban on the construction of minarets offers a unique opportunity to examine, which factors influence Islamophobic attitudes
