Las negociaciones sobre las armas químicas: en aras de un régimen multilateral efectivo de prohibición y control

En este artículo, se destaca el ominoso significado de la existencia y utilización de las armas químicas en sus diferentes formas y modalidades así como la trascendental culminación de las arduas, difíciles y prolongadas negociaciones multilaterales cuyo objeto fundamental ha sido el establecimiento de un régimen multilateral efectivo de prohibición y control de las mismas. Asimismo, se abordan los aspectos y disposiciones más significativos de la Convención sobre la prohibición del desarrollo, la producción, el almacenamiento y el empleo de armas químicas y sobre su destrucción, cuyo conocimiento es condición necesaria para exigir y vigilar su cabal cumplimiento.
This article emphasizes the ominous significance of the existence and utilization of the chemical arms in her different forms and modalities, the transcendental culmination of the arduous, difficult and prolonged multilateral negotiations aimed essentially the establishment of a effective multilateral regime of their proscription and control, as well as the more significant aspects and prescriptions of the Convention on the proscription of the development, production, stocking and use of the chemical arms and their destruction, whose knowledge is the necessary condition to urge and supervise its complete compliance.
