Das Einfache, das so schwer zu zählen ist: Probleme der Streikstatistik in der Bundesrepublik Deutschland

Statistiken sind zunächst lediglich systematische Anordnungen von Zahlen. Sie bedürfen der Interpretation und haben inhärente Grenzen, wenn es darum geht, soziale Phänomene zu begreifen. Arbeitskämpfe sind in dieser Hinsicht keine Ausnahme. Zugleich gilt, dass ohne annähernd verlässliche Streikdaten eine umfassende Arbeitskampfforschung erschwert und stattdessen Spekulation und Mystifizierung der Boden bereitet wird. Am Beispiel der statistischen Erfassung und Auswertung von Streiks in Deutschland wird gezeigt, wie schwierig es jedoch ist, eine umfassende Arbeitskampfstatistik zu erstellen. Untersucht und diskutiert werden die sich stellenden Probleme am Beispiel der amtlichen Streikstatistik der Bundesagentur für Arbeit sowie der 2008 als alternative Datensammlung etablierten Arbeitskampfschätzung des WSI. Die Studie kommt zu dem Schluss, dass beide Quellen ihre je eigenen Stärken und Schwächen haben und weitere Verbesserungen der quantitativen Erfassung von Arbeitskämpfen aus Sicht der Streikforschung wünschenswert wären.
Statistical data is first and foremost nothing more than figures. Figures require contextualization and interpretation and they have inherent limits when it comes to grasping social phenomena. Statistics on industrial disputes are no exception. The absence of reliable strike data constitutes a major obstacle for comprehensive research on strikes and as a consequence can lead to speculation and mystification. Taking the example of the data collection on industrial disputes and the compilation process in Germany, the article explores how difficult it is to establish comprehensive statistics on strikes and lockouts. An examination and discussion of such practical problems is offered by comparing statistics on official strikes provided by the Federal Employment Agency and the WSI-Estimate. Established in 2008, the latter represents an alternative collection of data on industrial action. The article finds that both sources have their strengths and weaknesses and that further improvements in the collection of strike and lock-out data would be desirable for future strike research.
