Las desventuras del Consejo de Seguridad de las Naciones Unidas en los albores del tercer milenio

En este artículo, el autor examina el papel que ha desempeñado el Consejo de Seguridad de las Naciones Unidas desde los años setenta hasta la última década del siglo XX (del inicio de la desaparición de la Guerra Fría y la implosión de la Unión Soviética a la consolidación del poder en el orden internacional) en relación con la pugna desarrollo-subdesarrollo y los retos que se plantean en los inicios del tercer milenio para países como México. Asimismo, se analizan los cambios que la Organización Mundial, y muy particularmente el Consejo de Seguridad, deberá experimentar, a partir de un concepto más amplio de paz y seguridad internacionales, para cumplir cabalmente las finalidades para las que fue creada.
In his article, the author examines the performance of the United Nations Security Council -since the seventies until the last decade of the XX century (from the beginnings of the Cold War disappearance and the implosion of the Soviet Union to the power consolidation in the international framework)- in regard to the development-underdevelopment struggle and the third millennium challenges for countries like Mexico. Likewise, the author analyzes the changes that the World Organization, and especially the Security Council, will have to adopt in order to accomplish completely its creation finalities based in a broadest concept of peace and international security.
