Jenseits des Westens? : Überlegungen zu einer Zeitgeschichte der Demokratie

Alle reden von Demokratie - die Historiker nicht. Dabei ist der Bedarf nach historischer Einordnung riesengroß. Was hat es auf sich mit der oft beschworenen Krise der Demokratie in Deutschland? Sind die USA noch Vorbild oder folgen sie längst einem anderen Pfad als wir und die übrigen Europäer - einem Pfad voller Demokratiedevianz sogar? Was passiert in der arabischen Welt, in Indien und in Afrika? Klassische Demokratien gibt es dort nicht, die Entwicklung läuft auch nicht auf sie hinaus. Auf was aber dann? Paul Nolte, einer der einflussreichsten Historiker des Landes, appelliert an die Zunft, sich dieser brennenden Fragen anzunehmen und dabei die Zeitgeschichte der Demokratie als Globalgeschichte anzulegen.
Abstract: The history of the German democracy which developed after the Nazi dictatorship has long been described as a history of “arrival in the West”, and written in the context of the institutions and cultures of the former Western Allies, especially the US. This perspective once again seemed to be confirmed in 1989/90, but almost a quarter of a century after the fall of the Berlin Wall it is no longer sufficient – for a number of reasons. The political culture of democracy has since changed, and most recently the crisis narrative has increasingly replaced the success narrative. The focus of this change is less the caesura of 1989, but rather that of the 1970s. Additionally the term and empirical unit of the “West” has become more diffuse since the end of the Cold War. Also, the US are no longer the role model and pioneer of Europe, but rather follow their own path of democratic dynamics. Finally the history of democracy has to be conceived as a global history, in which it is necessary to analyse a distinct, post-colonial form of democracy. The essay provides an overview of this challenge for research in three steps, from Germany via the US to the global situation. It argues that the Western model has lost its coherence not only internally, but also externally: It is taking up impulses from the non-Western, post-colonial democracies, for instance in forms of protest; a global history of entanglements emerges.
