Democracia y administración pública en México

El artículo analiza y explica las condiciones que prevalecen en México con base en el proceso de transición democrática y el comportamiento institucional de la administración pública. Ambos fenómenos definen un perfil de gestión pública que tiene como referente el régimen de las instituciones y las prácticas de poder que construyen los actores sociales. Destaca, también, la correlación que debe haber entre la democracia y el servicio público profesionalizado, entendidos como imperativos que coadyuven a la gobernabilidad democrática del país, con base en la cosmovisión de un sistema político abierto, plural y competitivo.
On the basis of the democratic process and the institutional behavior of the Public Administration, the article analyses and explains Mexico's conditions. Both situations clarifity a public management profile that is made by the social actors; the correlation between the democracy and the professional public service assist the democratic goverment of the country based on a political, plural, opened and competitive system.
