Redes de actores sociales y liderazgos políticos: hacia nuevas formas de relación entre gobiernos y sociedad

El artículo analiza las propuestas teóricas de "regímenes parciales de participación", "instituciones políticas de se-gundo nivel" y "régimen urbano", relacionándolas, desde una perspectiva histórica, con datos empíricos provenientes de algunas iniciativas exitosas de las redes de organizaciones civiles mexicanas. Dicha relación muestra la viabilidad de nuevas formas de relación sociedad-gobiernos en México, destacando el protagonismo de algunas formas de liderazgo en las organizaciones civiles.
The article analyzes theoretical proposals of "partial regimes of participation", "political institutions of secondary level" and "urban regimes" relating them, from a historical perspective, with empiric data provided by some successful initiatives of the webs of Mexican civil organizations. Said relationship shows the viability of new forms of relationship society-governments in Mexico, underlining the showmanship of some forms of leadership within civil organizations.
