Equal opportunities provisions for communities in the comprehensive proposal for the Kosovo status settlement
Abstract: 'In light of 2007 being named the 'European Year of Equal Opportunities for All' and the aspiration that Kosovo may eventually integrate into the EU, this article shows how the current proposal for the new state of Kosovo represents, on the one hand, a legal framework that establishes equal opportunities for all in Kosovo but, on the other hand, risks segregating opportunities further and harming minority communities. Although this study is tentative and speculative in nature, it is vital to initiate debate at this crucial time on the question of equal opportunities in a territory/ state that has been so deeply marred by ethnic conflict.'
